International Conference in Solidarity with Political Prisoners   Final Declaration

The International Conference in Solidarity with Political Prisoners, held in Paris on
December 20–21, 2025, was attended by revolutionary and militant organizations and speakers
from Palestine, Kurdistan, Turkey, Italy, Germany, Denmark, Belgium, France, Britain, India,
Tunisia, Chile, Austria, the Philippines, Cameroon, Iran, Spain, Switzerland, Peru, Greece, and
Mexico. With the final resolution of this conference, we affirm our shared commitment to
making international solidarity with political prisoners worldwide a fundamental force that
illuminates the path of the struggles and resistance waged by the peoples.

Imperialist Crisis, the Rise of Fascism, and Oppressive Regimes
Imperialism is facing a profound and structural crisis, manifested in mass impoverishment,
misery, reactionary wars, genocide, occupation, uprisings, and resistance. We are witnessing
an escalating arms race, preparations for a Third World War, and the systematic deprivation of
political freedoms. The patriarchal capitalist system has clearly failed to meet the most basic
needs and demands for freedom of the people; in order to maintain its dominance, it increasingly
resorts to violence, oppression, and coercion.

As a direct result of capitalism’s perpetual crisis, fascist movements are gaining ground in many
countries, coming to power, or rising to a decisive position within the state apparatus. This
process is accompanied by increasing repressive policies, police violence, and the expansion of
surveillance and monitoring mechanisms. In Peru, India, Turkey, and many other countries
around the world, anti-terrorism laws have become one of the primary tools in counter
revolutionary state strategies.

Political Prisoners are the Inspiration for our resistance.
Practical and organized solidarity with political prisoners is inseparable from the struggle of
all revolutionary forces for the transformation of society. The prisoners embody the resistance
at this pivotal moment in history.

Political prisoners resist solitary confinement, physical and psychological attacks,
communication restrictions, denial of medical care, deportation, sexual assault, and all forms
of lawlessness. Even after decades of imprisonment, their release is systematically delayed.
Solidarity with prisoners is criminalized, and those who defend their rights are met with the
same mechanisms of oppression.

Facing the most direct and ruthless face of the Zionist colonial regime, Palestinian prisoners
have turned Zionist dungeons into places of collective resilience despite torture, isolation,
medical neglect, and sexual assault. The Zionist Israeli regime subjects hundreds of Palestinian
child prisoners to the same cruelty.

We call for the immediate launch of an international campaign to end the attacks and torture
faced by prisoners, particularly in the context of the genocidal policies of the Zionist state
against the Palestinian people.

In Turkey, prisons are at the heart of the fascist state’s total war against revolutionary movements, the Kurdish people’s struggle for freedom, and socialist forces. Despite being
subjected to extreme isolation like in the new “Well-Type Prisons” and arbitrary violence,
prisoners remain steadfast, refusing to succumb to the state’s attempts to degrade and destroy
them.

We demand the right to education, defense, and communication in their native language for all
prisoners. We call for the end of the “special law” applied to Abdullah Öcalan, who has been
imprisoned for 26 years, for the release of prisoners eligible for release, for the granting of the
“right to hope” to all political prisoners, and for the abolition of fascist sanctions and laws.

The struggle for freedom of workers, peoples, and women in Iran is the common struggle for
freedom of progressive humanity. This struggle is also being waged against imperialist and
Zionist interventions. Our conference salutes the Tuesday actions and hunger strikes of political
prisoners against the Islamic regime in Iran and emphasizes that the struggle against executions
in Iran and other countries is one of the most urgent issues for international solidarity with
political prisoners.

The rise of new fascist movements in Europe, fascist alliances formed with central
governments, and the rightward shift in political climates are leading to the implementation of
racist and fascist policies. Anti-terrorism laws are being used against resistance movements,
while repression against immigrants, revolutionaries, and anti-imperialist forces intensifies.
Solidarity with Palestine is being declared a “crime,” demonstrations are banned, and political
activities are suppressed.

In North Africa, the struggle for political freedom, particularly in Egypt and Morocco, is
subjected to severe attacks, while in Mexico, prisons have become one of the centers of state
violence against indigenous peoples, revolutionary organizations, and social opposition.
Political cases such as the Perseo case clearly show that the Peruvian state uses prisons as a tool
of repression and elimination of dissent.

Around the world, people participating in uprisings, such as in Cameroon, are being arrested
and silenced; indigenous peoples and activists fighting for nature and their living spaces against
the ecological destruction caused by capitalism’s greed for profit are being detained, arrested,
and killed. Despite this, those who resist continue to challenge repressive regimes in the streets.

As seen in India’s Kagar Operation and the Philippines, revolutionary forces that resist and
struggle face liquidation attacks by the world bourgeoisie. However, these forces continue their
struggle in prisons and on the front lines of resistance.

The imperialist-capitalist system relies on patriarchy and heterosexism as structural
mechanisms of oppression. Therefore, women and LGBT+ have become the targets of multiple
exploitation, violence, and systemic denial. Women and LGBT+ prisoners are challenging the
instruments of patriarchal violence by resisting sexual assault and oppression in prisons.

We call for intensified efforts to combat the sexual violence and rape of prisoners, and demand
an end to sexual violence in all prisons worldwide.

International Solidarity and Joint Struggle 
International solidarity is the foundation of our collective resistance. No matter what conditions
we struggle under, it is our shared struggle against the conditions of oppression and their
instruments of violence that unites us. This solidarity is most clearly embodied in the Global
Intifada, which has risen in support of the Palestinian people’s fight for freedom and dignity. The Kuffiyah has become a global symbol of liberation, not just in the Middle East but across
the world.

We are growing our solidarity with political prisoners held in jails around the world. We salute
Camarada Arenas, Georges Ibrahim Abdallah, and Leonard Peltier, who have gained their
freedom after decades of imprisonment. Their collective dignified stance, continuing the
struggle even after release, gives us strength and morale.

We salute all political prisoners who, in the dungeons of the bourgeois order, strengthen their
resistance each day, at every hearing, and with every unjust decision. Ahmet Sa’adat, Marwan
Barghouti, Mumia Abu-Jamal, Zeynab Jalalian, Dimitris Chatzivasiliadis, Nikos Maziotis,
Daniela Klette, Figen Yüksekdağ, Hatice Deniz Aktaş, the Filton 24, and countless other
political prisoners whose names we cannot fully list are the sources of inspiration for our
ongoing resistance.

The resistance of political prisoners defends life against all forms of annihilation policies
through protests, defenses that expose the system, production activities, hunger strikes, and
death fasts. Their resistance is our resistance.

Our conference calls for greater coordination of solidarity actions, especially on important days
of political struggle such as March 8, March 18, April 17, June 19, and December 3.

Therefore, the International Conference on Solidarity with Political Prisoners has decided to
establish the International Coordination for Solidarity with Political Prisoners. This initiative
aims to expand international solidarity with political prisoners, enhance communication and
cooperation to strengthen the struggle, and take the necessary steps for the Coordination to
begin its political and practical activities in the near future.

We send our unwavering solidarity to all political prisoners worldwide, fortified by the unity
and enthusiasm generated by this conference.

Freedom for all political prisoners!
